12 Charged In Alleged $10 Million California Childcare Fraud Scheme

Prosecutors say the defendants obtained childcare licenses and submitted false attendance records for children who were rarely or never present.

Federal authorities have charged 12 people in San Diego County with allegedly collecting more than $10 million in government-funded childcare payments through sham home daycare facilities.

Prosecutors say the defendants obtained childcare licenses and submitted false attendance records for children who were rarely or never present.

Investigators also allege that some defendants submitted claims while outside the United States. Turkiya Alawad, 63, allegedly received childcare payments after leaving the country in January 2024, while another defendant was recorded providing care on only one day during a two-month period, coinciding with a state inspection.

Federal officials said each defendant allegedly received between $538,000 and $1.2 million over periods ranging from months to years, with several accused of receiving more than $1 million. More than 250 federal, state and local officers participated in the arrests and searches.

The case was investigated by the Justice Department and IRS Criminal Investigation, with prosecutors warning that further fraud cases could follow. The defendants are presumed innocent unless proven guilty in court.
