The U.S. Customs and Border Protection (CBP) Chief Gregory Bovino has been ordered to appear before District Judge Sara Ellis after allegedly violating a federal restraining order limiting the use of force against protesters in Chicago. The order, issued October 9, bars agents from deploying certain crowd-control measures.

According to court filings from the Chicago Headline Club, Bovino was recorded throwing a tear gas canister at demonstrators in the city’s Little Village neighborhood.
The Department of Homeland Security (DHS) claims agents acted in self-defense after Bovino was struck by a rioter. CNN has not verified that claim.

Judge Ellis has expressed concern that federal agents repeatedly ignored her order during Operation Midway Blitz, a Trump administration-led immigration enforcement initiative responsible for over 1,000 arrests since September.
Several incidents across Chicago—including tear gas use, car chases, and aggressive arrests—are now under judicial scrutiny.
