California Woman Charged As Unregistered Chinese Agent

A federal complaint says the pair waited outside the family’s home in a rented SUV and appeared to photograph or record them.

The FBI arrested a 34-year-old California woman accused of acting as an unregistered Chinese agent and surveilling the son and family of Taiwan’s president, according to CNN.

Wanying “Heather” Zhang allegedly traveled to Seattle in September 2025 with an associate and monitored a relative of a senior Taiwanese official. A federal complaint says the pair waited outside the family’s home in a rented SUV and appeared to photograph or record them.

The FBI alleges Zhang was directed by Chinese officials to collect information that could potentially provide Beijing leverage over Taiwan’s president during a future conflict. Prosecutors also said she used methods intended to avoid detection and failed to disclose that she was working for a foreign government.

Zhang faces a federal charge and was scheduled to appear in court in Los Angeles. Her attorney was not identified.

Taiwan’s Presidential Office condemned the alleged operation as transnational repression. The case comes amid longstanding tensions between Beijing and Taipei, with China claiming sovereignty over Taiwan.
