CIA Latest Outreach Campaign Looks To Recruit Chinese Officers

The CIA has released a new Mandarin language recruitment video aimed at Chinese military officers, portraying a fictional People’s Liberation Army officer disillusioned by corruption and political favoritism.

The video encourages dissatisfied officials to contact U.S. intelligence, highlighting concerns about leadership decisions and their impact on China’s future.

CIA Director John Ratcliffe has said China is the agency’s top intelligence priority, calling competition with Beijing a generational challenge. Officials say the campaign targets individuals who feel sidelined by elite interests and want change, not Chinese President Xi Jinping personally.

China’s foreign ministry condemned the effort, warning it would take measures against foreign espionage. The CIA says previous Mandarin videos reached millions despite China’s internet restrictions and led to new intelligence sources.

The campaign reflects a broader shift toward public recruitment efforts as Washington seeks greater insight into China’s military and political direction.
