House Democrats are preparing a series of artificial intelligence regulations for introduction when they take control of Congress in January 2027.

Proposed measures include mandatory safety testing, liability requirements and greater oversight of data-centre development.

Among the planned legislation are the bipartisan GUARD Act, aimed at protecting children from AI companions, and the AI LEAD Act, which would establish liability standards for AI-related harms. Democrats have also pledged to subpoena technology executives and require them to testify under oath.

However, securing approval could prove difficult with President Donald Trump remaining in the White House. Democrats may seek to attach AI provisions to mandatory annual legislation or pursue an override of a presidential veto.

Anton Dahbura of Johns Hopkins University argues that carefully designed regulations could reduce risks while encouraging technological development and maintaining competition.
