Florida Attorney General James Uthmeier has asked a state court to order Meta to make changes to Facebook and Instagram, including removing users under 14 and limiting teenagers to two hours of daily use.

The request, filed Wednesday in Pasco County, comes after Uthmeier rejected a proposed national settlement with Meta involving 48 states and territories and potentially $18 billion. He argued the agreement did not provide sufficient protections for children.

Florida’s filing cites internal Meta communications that allegedly identified a backlog of about 700,000 underage accounts. It also points to employee discussions comparing Instagram’s effects to those of addictive substances.

The state is seeking measures including disabling autoplay and infinite scrolling for younger users. Florida argues that without court intervention, children in the state could receive fewer protections than users elsewhere under the proposed settlement.
