The House is set to vote Wednesday on a $900 billion National Defense Authorization Act as Congress races to finalize the must-pass bill before year’s end.

The 3,086-page compromise package authorizes $8 billion more than the Trump administration requested and codifies 15 of President Trump’s executive orders, including measures on border security, Pentagon DEI rollbacks, and expanded active-duty authority along the U.S.–Mexico border.

The legislation provides a 3.8% pay raise for service members and bans transgender women from competing in women’s sports at military academies.

It also includes $400 million in Ukraine aid for 2026 and 2027, drawing pushback from some conservatives.

A bipartisan provision would withhold part of Defense Secretary Pete Hegseth’s travel budget until unedited footage of U.S. strikes on alleged drug boats is released to Congress.

The bill repeals long-standing Iraq war authorizations and now heads toward a contentious House vote, with both Republican defections and Democratic support expected.
