Immigration and Customs Enforcement has issued new guidance tightening rules for vehicle stops and prohibiting officers from engaging in high-speed pursuits when drivers fail to stop, according to a memo dated Wednesday.
Officers must instead record vehicle information for possible follow-up investigations.
The guidance requires officers to complete one of six designated training courses before conducting vehicle stops. Stop vehicles must also use body-worn cameras, lights and sirens. Officers may use vehicles to pin another vehicle when necessary for safety but cannot pursue fleeing drivers under the new rules.
Vehicle stops remain an important enforcement tool for the administration, while the new guidance seeks to establish more uniform procedures and additional safety requirements. The memo was signed by ICE executive associate director Marcos D. Charles.
