A federal judge has ruled that the Trump administration acted unlawfully when it froze more than $2 billion in federal research funding to Harvard University. U.S. District Judge Allison Burroughs, an Obama appointee, dismissed the administration’s claim that the cuts were aimed at combating antisemitism on campus. Instead, she called it an “ideologically motivated assault” on higher education.
The ruling lifted an April “Freeze Order” that had threatened projects ranging from veterans’ suicide prevention research to NASA astronaut safety studies.
Burroughs acknowledged Harvard’s failures in addressing antisemitism but said the government’s actions violated constitutional protections.

The White House called the decision politically biased and vowed to appeal. “Harvard failed to protect their students from harassment,” a spokesperson said.
President Trump has previously demanded the university pay at least $500 million to regain federal support. The outcome sets the stage for a protracted fight over academic freedom, funding, and federal oversight.
