The Pentagon is weighing possible punishment for Democratic Sen. Mark Kelly after the Navy delivered its report on his participation in a video urging U.S. service members to refuse illegal orders.
A Pentagon official told CNN the Navy’s recommendations are now under legal review at the Office of General Counsel. The contents of the report remain undisclosed.
Defense Secretary Pete Hegseth asked the Navy late last month to advise on disciplinary options, arguing Kelly’s remarks amounted to serious violations of military law.

The Trump administration says the video — featuring six Democratic lawmakers — encourages troops to defy lawful orders amid ongoing debates about the legality of military drug-boat strikes and domestic deployments.
Kelly, a retired Navy captain, remains subject to the Uniform Code of Military Justice because he receives a military pension.
Legal experts say recalling a sitting senator for court-martial would be unprecedented, but Hegseth is openly considering the move.
