President Donald Trump announced Monday that he will impose a 100% tariff on all foreign-made movies. The declaration, made on Truth Social, did not include details on timing or enforcement.
The move would mark the first time a U.S. president has sought to impose a tariff on a service rather than a physical good.
Trump first floated the idea in May, arguing that foreign governments lure film production with tax incentives, hurting states like California. “California has been particularly hard hit,” he wrote.

Industry executives expressed skepticism about how such a tariff could be enforced, noting the complexity of global film financing and production.
Still, the announcement rattled Hollywood, which has long shifted shoots abroad to cut costs.
Markets reacted quickly. Netflix shares fell 1% in early trading, while AMC and Disney stock ticked higher.
