President Donald Trump has denied involvement in Starlink service slowdowns in Ukraine, telling reporters Wednesday, “I wasn’t involved.”

Questions emerged after The Wall Street Journal reported that SpaceX CEO Elon Musk ordered the restrictions and discussed them with Trump. Secretary of State Marco Rubio also denied that the administration had directed the network throttling, making the assertion repeatedly while speaking in India.

Musk said speed restrictions are determined by the US military and ultimately the president. He also maintained that Starlink is intended for civilian and defensive purposes, not offensive military operations.

Trump said Thursday that the satellite service was operating at full speed again. Meanwhile, Ukrainian President Volodymyr Zelenskyy addressed the situation in Kyiv ahead of a meeting with Finnish Prime Minister Petteri Orpo.

The dispute has raised questions about who controls access to satellite communications used during the war and how such decisions affect Ukraine’s operations.
