President Donald Trump said Monday he will allow Nvidia to sell its H200 AI chips to approved customers in China, marking a major shift in U.S. export rules.

The administration will take a 25% cut of all chip sales to China, Trump said on Truth Social. The move excludes Nvidia’s most powerful Blackwell and Rubin systems, which will remain restricted.
Trump said he briefed Chinese President Xi Jinping, who “responded positively,” and emphasized that the sales will proceed under conditions that protect U.S. national security.

The Commerce Department is finalizing the framework, and Trump said similar rules will apply to AMD and Intel.

Nvidia praised the decision as a “thoughtful balance,” while Beijing’s foreign ministry welcomed renewed cooperation.
The policy comes after years of bipartisan export restrictions meant to slow China’s AI advances. Nvidia CEO Jensen Huang has argued those limits pushed China to accelerate its own chip development.
