The Trump administration is circulating a new Ukraine peace framework that would require Kyiv to surrender the eastern Donbas region and scale back its military in exchange for U.S. security guarantees, a Western official told CNN.
The 28-point draft, reviewed by President Donald Trump, revives proposals long rejected by Ukraine, including conceding territory not currently controlled by Russia and freezing battle lines in Kherson and Zaporizhzhia.

Ukraine would also face limits on troop levels and certain heavy weapons acquired during the war. The plan addresses contentious issues such as Russian-language rights and the role of the Russian Orthodox Church.
Secretary of State Marco Rubio described the document as a list of “potential ideas,” signaling it remains unfinished. Still, the proposal is expected to draw strong pushback from Kyiv and its European backers.

The effort is being led by Trump envoy Steve Witkoff, with U.S. Army Secretary Dan Driscoll visiting Kyiv this week to discuss the framework and revive stalled negotiations.
