The Trump administration says major progress has been made toward ending Russia’s war in Ukraine, with Washington offering what officials described as “platinum” security guarantees for Kyiv.
U.S., European, and Ukrainian officials met for two days in Berlin, where negotiators resolved roughly 90 percent of outstanding issues.
Territorial concessions remain the main obstacle. President Trump was represented by envoy Steve Witkoff and Jared Kushner and plans to personally brief European leaders.

Officials said the proposed guarantees would resemble NATO’s Article 5 protections but would not include U.S. troops on the ground.
The package would outline deterrence measures, monitoring mechanisms, and penalties if Russia violates a peace deal.
Ukrainian President Volodymyr Zelensky has acknowledged compromises on security guarantees instead of NATO membership.
Trump is willing to submit the deal to Congress and believes Moscow could accept it, including Ukraine joining the European Union. U.S. officials warned the offer is time-limited.
