U.S. and Iranian negotiators have discussed a possible phased agreement that could reopen the Strait of Hormuz in exchange for Washington lifting its economic blockade, according to Reuters.

The talks in New York are aimed at finding a pathway toward ending the nearly seven-month conflict, although both sides remain reluctant to give up leverage before securing concessions.

The U.S. blockade has sharply restricted Iran’s oil exports, while Washington has expanded sanctions and other economic measures targeting Iranian entities. Former U.S. negotiator Dennis Ross estimated a 30% chance of reaching an agreement before the U.S. midterm elections, citing the economic pressure on Tehran.

President Donald Trump has warned that Iran’s economy could deteriorate without a deal, while U.S. officials face pressure over Gulf oil supplies and domestic gasoline prices. Iranian officials have continued to issue warnings as negotiations proceed.

The talks remain preliminary, with significant differences over the terms, sequencing and broader objectives of any potential agreement.
