Ukraine’s top negotiators will brief European security advisers in Brussels on Dec. 3 after U.S. envoys Steve Witkoff and Jared Kushner met Russian President Vladimir Putin in Moscow to discuss a revised U.S.–Ukraine peace plan.
President Volodymyr Zelensky said officials Rustem Umerov and Andrii Hnatov will outline what occurred in Moscow and work with Europe on a broader security framework before holding another round of talks with Trump administration envoys.

Kremlin aide Yuri Ushakov called the Moscow meeting “useful” but acknowledged no agreement was reached.

Kyiv is seeking to soften several terms in the original Trump-backed 28-point plan, which included restrictions on Ukraine’s military, a ban on NATO membership, and territorial concessions.

NATO foreign ministers — except U.S. Secretary of State Marco Rubio — are also meeting in Brussels as Ukraine pushes for stronger European backing.
Zelensky said Ukraine remains “constructive” and expects updates from negotiators after their talks.
