Ukraine Refuses Territorial Concessions As Zelenskyy Prepares Counter-Proposal

Ukrainian President Volodymyr Zelenskyy said Monday that Ukraine will not surrender any territory to Russia as part of a U.S.-backed proposal to end the war.

Speaking after meetings with British, French and German leaders in London, Zelenskyy said Moscow is demanding concessions in the Donbas but stressed that Ukraine has “no legal or moral right” to cede land.

The region accounts for roughly 20% of Ukraine and has been largely occupied by Russia.

Zelenskyy said Kyiv has prepared its own revised peace plan and is ready to present it to the Trump administration.

Talks have stalled over the U.S. draft proposal, which the White House confirmed sought Ukrainian territorial concessions that Russia had accepted.

Zelenskyy said he is willing to travel to Washington for further discussions.

President Trump told Politico that Russia holds the “upper hand” and urged Ukraine to “play ball,” while also criticizing European leaders for failing to deliver results.
