The report said the United States informed Ukrainian officials before the trip and asked Kyiv to pause strikes until the American delegation left Russia.

The visit comes as U.S.-mediated peace efforts between Russia and Ukraine remain stalled. U.S. intelligence assessments have also raised concerns that Putin could authorize provocative actions against NATO members.

Ratcliffe has maintained contact with Russian officials and the CIA has helped negotiate previous prisoner and detainee exchanges. The report said this was his first known Moscow visit since becoming CIA director.
