The U.S. government is headed toward a partial shutdown early Saturday after the Senate failed to advance a funding agreement before the deadline, according to MS Now. Federal operations would begin shutting down at 12:01 a.m. ET if lawmakers do not act.
Sen. Lindsey Graham placed a procedural hold on the package, calling it a bad deal and blocking fast Senate consideration.

Even if the Senate votes Friday, a shutdown appears likely because the U.S. House of Representatives is not scheduled to return until Monday.
President Donald Trump urged lawmakers to back the agreement, which would fund most agencies through Sept. 30. The plan excludes the Department of Homeland Security and relies on a temporary measure to fund it later.
Republican aides said Graham objected to House language tied to protections for senators during the Arctic Frost investigation.
