The war began on February 28 with joint U.S. and Israeli strikes on Iran, followed by retaliatory attacks from Tehran targeting Israel and Gulf states hosting American forces. The report said the conflict has led to casualties, displacement, and rising oil prices affecting global markets.

Rubio confirmed that indirect exchanges between Washington and Tehran are underway, with the possibility of direct talks emerging. He also indicated that U.S. objectives have evolved, focusing on weakening Iran’s capabilities and influence.

The report noted that the conflict is prompting a broader reassessment of U.S. alliances, with Rubio questioning NATO’s effectiveness and burden-sharing in the current crisis.
