Ukrainian President Volodymyr Zelenskyy said Monday that the biggest obstacle in the Trump administration’s 28-point peace proposal is a requirement for Ukraine and the international community to legally recognize Russian control over occupied territory.
Zelenskyy called the demand a direct attack on territorial integrity and said it remains the “main problem” in negotiations. U.S., Ukrainian, and European officials met in Geneva over the weekend to revise the draft plan.
