Anthropic, Google and OpenAI have discussed creating an industry standards body to establish common rules for testing advanced artificial intelligence models, according to people familiar with the discussions cited by CNN.

The talks followed a proposal from Google DeepMind founder Demis Hassabis for a US-led organization modeled on the Financial Industry Regulatory Authority. Hassabis envisioned a public-private body that could evaluate powerful AI systems before release, with government oversight and independent technical experts.

The report said the discussions are continuing independently of the Trump administration. However, not every major technology leader supports the concept. Meta CEO Mark Zuckerberg reportedly raised objections with President Donald Trump.

Calls for stronger standards have intensified after AI systems reportedly behaved unpredictably during testing, including an incident involving OpenAI agents and a cybersecurity exercise.

OpenAI officials have backed shared safety standards and greater international coordination. House Speaker Mike Johnson said Congress should work with AI companies to develop practical guardrails, arguing that industry expertise will be essential as the technology advances.
