Democratic Sens. Elizabeth Warren and Chris Coons introduced legislation to create an independent commission to oversee Immigration and Customs Enforcement and Customs and Border Protection.
The proposal follows recent enforcement incidents and comes as Democrats seek new limits on funding for the Department of Homeland Security during budget talks.
The bill would place a bipartisan monitoring panel within the legislative branch with authority to inspect detention centers, review body camera footage, examine complaints, and issue monthly public reports. Supporters say stronger oversight would increase transparency and accountability.

Republicans and Trump administration allies argue existing inspectors general already provide oversight and warn the measure could hinder frontline enforcement at a time of heightened border security efforts.
The proposal is part of broader Democratic demands that include limits on agent conduct, warrant requirements for property entry, and new use of force rules. The White House has prioritized tougher immigration enforcement and expanded operations nationwide.
