The Trump administration has restored financial penalties against Francesca Albanese, the United Nations special rapporteur on Palestinian territories, after a federal appeals court intervened.
According to a Treasury Department notice published Wednesday and reported by CNN, the Office of Foreign Assets Control (OFAC) re-added Albanese to its Specially Designated Nationals list. The action blocks any U.S.-linked assets and bars American entities from dealing with her, cutting her off from the Western financial system.
The move follows a federal appeals court administrative stay that overruled a lower-court block. First blacklisted in July 2025, Albanese drew condemnation from U.S. officials for encouraging the International Criminal Court to target American and Israeli personnel. Secretary of State Marco Rubio defended the penalties, accusing Albanese of waging "political and economic warfare" and of "unabashed antisemitism."
