Germany Arrests Former Intelligence Chief Over Alleged State Secrets Leak

According to prosecutors, Hanning used the material in private consulting work and once prepared an analysis using classified intelligence for an officer linked to a foreign intelligence service

Former German intelligence chief August Hanning was arrested Tuesday on allegations including treasonous espionage and misuse of state secrets, according to Germany’s federal prosecutor’s office.

Hanning, 80, led the Federal Intelligence Service (BND) from 1998 to 2005. Authorities also arrested his former chief of staff, identified as Manfred D., who allegedly helped transfer confidential intelligence.

Prosecutors said the two men agreed in 2010 that Manfred D. would provide Hanning with BND intelligence in exchange for payment. Investigators allege that roughly 2,000 documents were subsequently handed over, many containing classified information intended for internal government use.

According to prosecutors, Hanning used the material in private consulting work and once prepared an analysis using classified intelligence for an officer linked to a foreign intelligence service. Authorities have not identified the foreign country involved or established whether the information reached its intended recipient.

The suspects’ properties were searched Tuesday. Manfred D. allegedly remained in a senior BND role until March 2026.
