The shift moves away from highly visible mass sweeps and social media-driven enforcement tactics. Instead, Immigration and Customs Enforcement will focus on pre-identified targets, particularly illegal aliens charged or convicted of crimes.

Homeland Security officials said the change follows public backlash and protests tied to recent operations in Minneapolis, where two Americans were killed during federal enforcement actions.
President Donald Trump privately expressed concerns that aggressive tactics were undermining his immigration message. Officials stressed the pivot does not signal a softer approach, noting continued expansion of detention capacity and arrests.
The administration says border security remains strong and that anyone in the country illegally remains subject to deportation.
