International Students Could Face $70,000 Fee Under New US Proposal

The Department of Homeland Security has proposed a $70,000 fee for each international student recommended for Optional Practical Training, with an additional $30,000 fee for each renewal.

The proposal is part of the Trump administration’s broader effort to tighten oversight of the OPT program.

Officials have described the proposed fees as a response to concerns about fraud within the program. Higher education leaders, however, warn that the measure could create substantial financial burdens for universities and international students, particularly as many academic programs extend beyond four years.

The proposal has not taken effect. DHS will accept public comments for 60 days before deciding whether to finalize the rule. Business groups and universities could challenge the measure in court, potentially delaying implementation.
