House Speaker Mike Johnson defended President Donald Trump’s recent policy positions on both the Senate filibuster and food aid funding as the government shutdown continues.

Speaking to reporters, Johnson said Trump remains “very passionate” about ending the filibuster but acknowledged the risks, calling it an “important safeguard” that prevents Democrats from advancing measures such as Supreme Court expansion or statehood for D.C. and Puerto Rico.
Johnson added that it’s ultimately a Senate issue but noted the GOP’s “desperation” to reopen the government.
At a separate press conference, Johnson addressed criticism over the administration’s handling of SNAP benefits.

He explained that legal barriers prevent using the $5.2 billion contingency fund to meet the $9 billion needed for full November payments, despite court rulings ordering otherwise.
Johnson said Trump wants benefits distributed but prefers a legislative fix, urging Democrats to back a clean resolution to fully fund the government.
