Federal Reserve Chairman Kevin Warsh is facing questions about his credibility after financial markets reacted negatively to the central bank's decision to leave interest rates unchanged, according to the analysis.
The report said the Federal Open Market Committee voted 9-3 to keep rates steady, but investors interpreted Warsh's remarks as a sign that the Fed may delay future action despite inflation remaining above its long-term target.
According to the analysis, Warsh declined to outline the conditions that would prompt future rate increases and defended his decision to move away from the Fed's traditional practice of providing forward guidance. He also suggested the central bank could reconsider its reliance on the personal consumption expenditures inflation index.
The report said economists criticized the lack of clarity, warning that uncertainty over Warsh's strategy could weaken confidence in the Federal Reserve's inflation-fighting commitment.
