Russia has warned NATO that it would be prepared to use its entire military arsenal, including nuclear weapons, if alliance members attempted to isolate Kaliningrad, according to a diplomatic document seen by Reuters.
Moscow said such action could create a high risk of direct armed conflict and accused NATO of pursuing a dangerous course.
Moscow has also raised concerns about alleged NATO preparations for an air and naval blockade.
NATO Secretary-General Mark Rutte rejected the nuclear rhetoric and said the alliance is defensive. He said there was no imminent threat to NATO territory and called on Russia to stop its nuclear threats.
The exchange comes amid broader tensions in the Baltic region and continuing concerns over Russian military and hybrid activities in Europe.
