A senior Russian military intelligence official was shot and wounded in Moscow on Friday, prompting accusations from the Kremlin that Ukraine was behind what it called a terrorist attack.

Russian investigators said Vladimir Alekseyev, a deputy head of Russia’s GRU military intelligence agency, was struck by multiple gunshots inside an apartment building. The attacker fled, and Alekseyev was hospitalized.

Russian Foreign Minister Sergei Lavrov blamed Ukraine, claiming the shooting was meant to undermine ongoing diplomatic efforts to end the war.

Kyiv has not commented. The incident came one day after U.S.-mediated talks in Abu Dhabi produced an agreement to exchange prisoners, according to Steve Witkoff.

The Kremlin said President Vladimir Putin was briefed and security services are investigating.

Alekseyev has been under Western sanctions and was previously linked by the West to cyber operations and the 2018 Skripal poisoning in the United Kingdom.

Russia has blamed Ukraine for several targeted killings of senior military figures since the war began in 2022, some of which Kyiv has acknowledged.
