San Francisco Mayor Daniel Lurie plans to declare a rent emergency as rapidly rising housing costs and limited housing supply put increasing pressure on residents.
The declaration is expected to support measures aimed at delaying evictions, limiting rent increases and expanding legal assistance for tenants.
Other measures include additional assistance for tenants displaced under the Ellis Act and a proposed 10% annual cap on rent increases in rent-controlled units.
More than 1,000 eviction notices have been filed in San Francisco this year, according to the mayor’s office. Average rent for a one-bedroom apartment has surpassed $4,300, while citywide asking rents rose 14% between March and July.
Housing advocates argue the emergency declaration should also accelerate construction by streamlining approvals and reducing development costs, highlighting the city’s ongoing shortage of homes.
