The resolution invokes the War Powers Act and would require the administration of Donald Trump to remove U.S. forces from any hostilities involving Cuba unless Congress authorizes military action.
The move follows recent remarks from Trump suggesting the United States could pursue a possible “takeover” of Cuba while negotiations continue with Havana. The report said Secretary of State Marco Rubio has been engaged in talks with Cuban officials.
Cuban President Miguel Díaz‑Canel confirmed discussions with U.S. representatives but said any potential agreement remains at an early stage.
