Trump Administration Begins Sending $500 ACA Refund Checks To 1 Million Americans

The Trump administration on Wednesday began sending $500 refunds to about 1 million Affordable Care Act enrollees in 30 states using the federally operated health insurance exchange. The payments total approximately $500 million.

The White House said the refunds return what it described as excessive user fees collected during the Biden administration. Independent analyses, however, indicate that federal exchange user fees varied over recent years and were lower in some periods.

Most recipients earn more than 400% of the federal poverty level, equivalent to about $64,000 for an individual or $132,000 for a family.

Health policy experts have described the refunds as relatively small compared with increases in insurance premiums. The program is separate from Trump’s proposed $5,000 dividend for Americans, which he has linked to Republican control of Congress.
