The cryptocurrency industry is entering September with the fate of a major US regulatory bill uncertain, as lawmakers prepare for a key vote on the Clarity Act, according to CNBC.

The legislation would establish rules for digital assets, divide regulatory responsibilities between the SEC and CFTC, and strengthen registration and anti-money-laundering requirements. A procedural Senate vote is scheduled for September 15 after lawmakers return from recess.

The bill faces unresolved disputes over stablecoin rewards and ethics provisions involving President Donald Trump and his family’s cryptocurrency interests. Bipartisan negotiations are continuing, but some industry leaders now believe the measure may not pass before the midterm elections.

Crypto-backed groups spent more than $200 million during the 2024 election cycle seeking friendlier regulation. While the SEC and CFTC have adopted more accommodating approaches under Trump, executives say formal legislation remains important for long-term certainty and investment.

CNBC reported that the industry is preparing to continue operating even if Clarity fails.
