President Donald Trump issued an executive order on Friday waiving several Russia-related sanctions and tariffs days before they were due to take effect under the Graham Act.

Signed on September 18, 2026, the law provides for tariffs of up to 100% on goods from major importers of Russian crude oil and gas, while targeting countries accused of facilitating sanctions evasion.

Trump’s order waives specified provisions under Sections 102 through 117 and directs the US Trade Representative to monitor purchases of Russian energy and report circumstances that may warrant further action.

Administration officials said the waivers serve US national interests. However, some lawmakers criticized the decision, arguing that easing restrictions could generate additional revenue for Moscow while the war in Ukraine continues.

The administration retains the authority to reinstate measures if necessary. Other tariff provisions target countries that knowingly make new purchases of Russian crude oil or gas on or after October 18, 2026.
