Ukraine has warned that restrictions on military use of Starlink are creating opportunities for Russia to intensify attacks on civilian infrastructure ahead of winter, according to a Ukrainian official speaking to CNBC.
Serhiy Derkach, a senior infrastructure official, said Russian forces had increased strikes on bridges, railway networks and border crossings.
President Volodymyr Zelensky is seeking additional European assistance for energy supplies, air defence systems and funding. At a Brussels summit, he praised EU leaders for supporting Ukraine as relations with US President Donald Trump deteriorate.
The dispute follows restrictions on Starlink connectivity and disagreements over a proposed energy ceasefire. Zelensky said Ukraine had temporarily halted attacks on Russian energy targets, but Moscow has not confirmed agreeing to the ceasefire.
