Norway will allocate $7 billion in military aid to Ukraine in 2026, signaling stronger defense cooperation between Oslo and Kyiv, Ukrainian Prime Minister Denys Shmyhal announced on X (formerly Twitter) on Nov. 5.

During his visit to Norway, Shmyhal met with Defense Minister Tore O. Sandvik to discuss expanding defense partnerships, including joint weapons production and counter-drone operations.

The two countries signed memorandums on unified defense production standards and plans for joint manufacturing inside Ukraine.

Shmyhal also confirmed that Ukraine will participate for the first time in a Joint Expeditionary Force (JEF) defense ministers’ meeting.

Discussions focused on strengthening air defense, long-range strike systems, and improving cooperation in combating Russian drone attacks.

The deal comes as Ukraine seeks to offset declining U.S. aid and boost domestic defense capabilities amid Russia’s ongoing invasion.
