Ukraine announced a major defense deal with France after President Volodymyr Zelensky and French President Emmanuel Macron signed a declaration of intent in Paris on Nov. 17.
Kyiv plans to buy 100 Rafale F4 fighter jets from Dassault Aviation, which Zelensky described as a “historic” step toward building a modern air force capable of countering Russian aggression.

According to Zelensky, the agreement also opens the door for Ukraine to acquire SAMP/T air defense systems, next-generation radars, air-to-air missiles, and aerial bombs.
Le Monde reported that the SAMP/T system under consideration is a newer model currently in development. Both countries also intend to launch joint defense-industry projects this year, including work on interceptor drones.
France has been a central military backer of Ukraine since 2022, providing Mirage jets, artillery, and long-range SCALP missiles. Zelensky’s Paris stop is part of a wider European tour aimed at securing winter support and reinforcing air-defense capabilities.
