The U.S. Senate is set to begin procedural voting on a bipartisan bill that would expand sanctions on Russia and Iran while giving President Donald Trump new authority to impose tariffs on major buyers of Russian energy.
According to the report, lawmakers say the legislation is intended to reduce Moscow's energy revenues, which they view as a key source of funding for its war effort, while increasing pressure on Iran's energy and weapons sectors.
The report said the measure, named in honour of the late Senator Lindsey Graham, follows an agreement reached by Senators Richard Blumenthal, Katie Britt, Jeanne Shaheen, Roger Wicker and Jim Risch.
The proposal would allow the president to levy tariffs on the five largest importers of Russian oil and natural gas, alongside broader sanctions targeting Iran.
According to the report, supporters of the legislation argue that restricting energy revenues is one of the most effective ways to weaken Russia's ability to sustain the war while increasing economic pressure on both Moscow and Tehran.
