US Suspends Major Companies From PERM Program Over Worker Concerns

IT outsourcing companies Cognizant, Infosys, Tata, Wipro, HCL and Capgemini were also suspended.

The Trump administration has suspended several major technology companies from the PERM program used to help H-1B workers obtain permanent residency, citing concerns about American workers, according to officials.

Labor Secretary Keith Sonderling said Microsoft and Adobe were suspended because of multiple active federal investigations.

IT outsourcing companies Cognizant, Infosys, Tata, Wipro, HCL and Capgemini were also suspended. Existing green card applications from affected companies will not move forward, and new applications will not be accepted.

US government figures cited in the report showed Microsoft received more than 6,200 H-1B approvals and filed over 3,100 PERM applications during the relevant period.

The PERM process requires employers to demonstrate that no qualified American worker is available for the position before seeking permanent residency for a foreign employee.

Critics argue companies can satisfy the requirement too easily, while supporters say it provides stability for skilled foreign workers and their families.
