Wyoming Bans Foreign Influence In Elections

Wyoming Gov. Mark Gordon has signed into law a bill that bans foreign influence in Wyoming’s elections. House Bill 0337 prohibits any foreign national from participating in the decision-making of any group that is required to file with the secretary of state. That includes political action committees and organizations attempting to influence a statewide initiative or referendum.

The move comes after Wyoming Secretary of State Chuck Gray sounded the alarm about foreign election interference in the Cowboy State in a letter to county clerks in 2023.

“I am writing to warn and caution against any attempts made by third parties to fund the administration of elections in Wyoming,” Gray said at the time.

“This is especially imperative, given the influx of millions of dollars to initiatives, including the deceptively named ‘U.S. Alliance for Election Excellence,’ that have set their sights on misleading tactics on local election offices across the country.”

The U.S. Alliance for Election Excellence, springing from the Center for Tech and Civic Life, has had its funding of elections investigated for potentially leading a Georgia elections board to violate state election law.

The Center for Tech and Civic Life received a $250 million donation from Meta CEO Mark Zuckerberg and his wife, Priscilla Chan, prior to the 2020 presidential election to make grants to local election boards around the country. 

Before the passage of HB 0337, Wyoming was ranked the 33rd-best state for election integrity, according to The Heritage Foundation’s election integrity scorecard. The state received a 0 out of 3 on restricting the private funding of election officials and government agencies. Heritage Action for America, a conservative advocacy group affiliated with The Heritage Foundation, hailed the passage of the Wyoming bill as shoring up the state of Wyoming’s election integrity. 

Catherine Gunsalus, director of state advocacy at Heritage Action, praised the move in a statement.

“Heritage Action commends Wyoming lawmakers for protecting Wyomingites from being disenfranchised and ensuring their interests are prioritized above foreign billionaires. We thank Governor Gordon for signing HB 0337 into law and look forward to working alongside grassroots Americans to secure their states’ elections and ban foreign funding.”
