California Gov. Gavin Newsom has issued an executive order directing the state to develop stronger safeguards for artificial intelligence as federal action remains uncertain.

According to Newsom’s office, a panel of experts will have two months to produce recommendations for strengthening California’s AI safety and security laws. Potential measures include requiring independent third parties to prepare safety plans for frontier AI companies and requiring emergency shutdown systems for AI models.

The move follows growing debate in Washington over the risks posed by increasingly advanced AI. Congress is not expected to enact major AI legislation before the 2026 midterm elections, while President Donald Trump has opposed some calls for tighter regulation and has described AI safety concerns as a “hoax.”

Newsom cited California’s existing AI laws, including legislation establishing a framework for third-party AI auditors.

The governor, whose term ends in January, has not announced a presidential campaign but has said he is considering a 2028 run. Other Democratic figures, including Josh Shapiro, Mark Kelly and Cory Booker, have also called for stronger AI safeguards.
