Liberia has agreed to accept up to 1,200 people deported from the United States over the next year under a new third-country deportation arrangement with the Trump administration.
An initial group of 20 deportees is expected to arrive on Thursday.
According to the report, those being sent to Liberia will include nationals from African and Western Hemisphere countries who are not Liberian citizens.
Some reportedly have legal protections preventing their return to their home countries because of potential risks of torture or other abuse.
The agreement is part of a broader U.S. effort to establish deportation arrangements with countries other than migrants' countries of origin.
Rights groups have criticised the agreements as lacking transparency, while questions remain about the legal status and protection orders of those being transferred.
