Indian Prime Minister Narendra Modi on Monday said Operation Sindoor has “set a new benchmark” in India’s fight against terrorism, calling it the beginning of a new doctrine for national security. Referring to the Pahalgam attack that killed 26 civilians, Modi condemned the brutality: “Innocent civilians spending holidays were killed after being asked their religion. This caused me great pain.”
In a televised address, Modi said India has only paused retaliatory strikes on Pakistan and will assess its neighbor’s next steps closely. “India’s armed forces remain on alert,” he said.

He laid out three pillars of India’s new security doctrine: decisive retaliation on India’s terms, zero tolerance for nuclear blackmail, and no distinction between terrorists and their sponsors.
Modi cited evidence of Pakistani military involvement in honoring terrorists, calling it “strong evidence of state-sponsored terrorism.” He declared, “Operation Sindoor is now India’s policy against terrorism.”
