Southeastern Connecticut, Westchester County, and Northern New Jersey bore the brunt of the storm system, which dropped several inches of rain in a matter of hours. The sudden inundation trapped motorists in rising waters and prompted numerous road closures.
Commuter rail services faced major delays and suspensions as tracks went underwater. Local authorities urged residents to avoid non-essential travel while emergency crews worked through hazardous conditions to assist affected communities.
