OpenAI has paused its Stargate infrastructure project in the United Kingdom, citing high energy costs and regulatory uncertainty, according to a statement reported by CNBC.
The project, announced in September, aimed to deploy thousands of GPUs in partnership with Nscale and Nvidia to strengthen the U.K.’s AI capabilities.
The report said industrial electricity prices in the U.K. remain among the highest globally, while delays in grid access have slowed large-scale infrastructure plans. OpenAI said it would proceed only when conditions support long-term investment.

Regulatory concerns have also emerged. According to reports, U.K. lawmakers are reviewing copyright rules governing AI training data, following pushback from creative industries over content use without compensation.
Despite the pause, discussions with partners are ongoing. OpenAI said it remains committed to expanding its presence in the U.K. and supporting the government’s AI ambitions, including applications in public services and national security.
