The White House has asked OpenAI to initially limit the release of its upcoming artificial intelligence model to a small group of government-approved partners, according to a person familiar with the matter.

The request reflects growing concern within the U.S. government over the capabilities of advanced AI systems and the absence of a formal regulatory framework governing their deployment.

According to reports, OpenAI agreed to a phased rollout while discussions continue with federal officials on long-term oversight.

The move follows recent government actions affecting other AI developers, including export controls that led Anthropic to withdraw access to some of its most advanced models over cybersecurity and national security concerns.

OpenAI Chief Executive Sam Altman reportedly informed employees that government approval for access would be granted on a customer-by-customer basis during the initial release.

While describing the arrangement as temporary, Altman said the company intends to work with government and industry partners to establish a more sustainable process for future AI launches.

The White House said it is continuing to collaborate with leading AI developers on approaches to safely manage increasingly capable models. OpenAI declined to comment on the reported request.
