The report said Eswatini agreed to host third-country nationals under a $5.1 million agreement with Washington aimed at strengthening the country's border management capacity.

Seventeen of the deportees are currently being held without charge at the high-security Matsapha Correctional Centre.

According to the report, Amnesty International and local civic organizations have criticized the arrangement, arguing that detaining foreign nationals without charge raises legal and human rights concerns.

The report said President Donald Trump has expanded the third-country deportation policy to include migrants from Africa, Asia, and the Americas who cannot be directly returned to their home countries, although some nations have accepted and repatriated deportees shortly after their arrival.
